Need help for converting from Int to Time - JOUFIA - 12-04-23

 I'm facing a problem with converting from INT to TIME, below is a sample data which mean YMD (Year-Month-Day), HMS (Hour-Mint-Second),  
I need help to  converting INT to data and TIME
